Join us for a solution-focused Pre-Conference event on “Systems Approaches to Addressing Barriers and Solutions for Refugee-IEHPs in Canada”. This special session, part of the International Refugee and Migration Health Conference (IRMHC), brings together experts, service providers, and internationally educated healthcare professionals (IEHPs) to explore systemic integration challenges and identify practical, actionable insights.

Through collaborative dialogue and a spotlight on mentorship, the session will support refugee and IEHP participants in navigating pathways toward meaningful participation in Canada’s healthcare workforce.

Presentation Summary: This presentation will provide an overview of the International Midwifery Preregistration Bridging Program (IMPBP) at Toronto Metropolitan University. This nationally recognized initiative prepares internationally educated midwives (IEMs) for professional registration in Canada. It will highlight the program’s aims in addressing regulatory and linguistic barriers, curriculum innovation, and culturally responsive education. Drawing on recent policy updates and system-wide gaps, the presentation will emphasize the urgent need for inclusive licensure pathways and integration strategies for midwives, particularly refugee and equity-deserving IEMs.

National Healthcare Language Program, ISANS.

Carolyn Duvar & Rebecca Fraser-Martin , ISANS – Introducing the National Healthcare Language Program. The presentation will address how the courses can help IMGs, IPGs and IENs with their communication skills for their licensure exams such as the OSCEs, the OET and the CELBAN as well as for the Canadian healthcare workplace.

Dr. Sepideh Behroozan

Dr. Sepideh Behroozan

Family Physician at the Newcomer Health Clinic and Assistant Professor in Family Medicine at Dalhousie University.

Dr. Sepideh Behroozan began her medical career as a pediatrician in Iran. After immigrating to Canada, she completed her licensure exams and re-entered medical school, graduating as a Canadian medical graduate. She went on to complete her residency in Family Medicine and has since been practicing at the Newcomer Health Clinic in Halifax, where she provides culturally sensitive care to refugees. In addition to her clinical work, Dr. Behroozan is actively involved in mentoring internationally trained physicians. She has collaborated with ISANS to support physicians pursuing licensure in Nova Scotia and served as the chief examiner for the National Assessment Collaboration (NAC) exam while it was offered in the province. She currently serves as an Examiner for the College of Family Physicians of Canada and is an Assistant Professor in the Department of Family Medicine at Dalhousie University. Sepideh was recently honored with the Dr. Clement Ligoure Award, recognizing her dedication and leadership in providing health care to newcomers in Nova Scotia.

Dr. Filipe Santos

IMG Special Advisor at the MCC, an RCPSC-certified anesthesiologist, and an assistant professor at the University of Toronto.

Dr. Filipe Santos joined the MCC in March 2025 as an IMG special advisor and will be supporting the organization’s strategic objective of actively assisting IMGs as they navigate to practising as physicians or move into other medical roles in Canada, including through developing preparatory tools. A RCPSC-certified anesthesiologist and assistant professor at the University of Toronto, Dr. Santos received his medical education in Brazil, where he also completed medical school and his residency training and later earned a PhD in pharmacology. Informed by his own experience as an IMG, he has supported and mentored many others hoping to practise medicine in Canada and has an active social media presence.

With over two decades of experience in pharmacy regulation and practice, Beverley has been instrumental in advancing regulatory modernization and workforce integration in Nova Scotia. She has played a key role in efforts to streamline licensure pathways for internationally educated pharmacists, aligning regulatory frameworks with public health needs and equity principles. Under her leadership, the NSCP has championed collaborative approaches to address healthcare system challenges and enhance patient care. Beverley is widely recognized for her commitment to innovation, professional standards, and fostering inclusivity within the pharmacy profession in Canada.

Dr. Harinder Sandhu

President and Chair of the Royal College of Dental Surgeons of Ontario (RCDSO)

Bringing decades of leadership and dedication to the dental profession. A respected figure in Canadian dentistry, Dr. Sandhu has made significant contributions to education, regulation and community service.

He served as Dean of Dentistry at Western University’s Schulich School of Medicine & Dentistry, where he also held roles as Chair of Admissions, Chair of Periodontics and Vice Dean. He was instrumental in launching the DOCS (Dental Outreach Community Service) program, which expanded access to care for underserved populations.

Dr. Sandhu is a passionate advocate for accessibility in oral health care and was recognized in 2013 with the Queen’s Diamond Jubilee Medal for his service to the profession and community. He maintains an active periodontal specialty practice and has published numerous papers on clinical outcomes of periodontal procedures.

As RCDSO President, Dr. Sandhu champions innovation, inclusivity and the public interest, guiding the College’s mission to ensure safe, ethical and high-quality dental care across Ontario.

Carol Timmings

Strategic Partner Liaison at the Canadian Nurses Association (CNA) and a board member at the Touchstone Institute.

Carol Timmings, RN, B.N.Sc.., M.Ed., joined CNA as Strategic Partner Liaison in January 2025. In this part time role, Carol supports the executive office and other key portfolios in advancing CNA’s strategic and operational priorities. She plays a pivotal role in relationship management and the co-creation of a stakeholder engagement strategy to strengthen CNA’s impact across Canada’s health-care landscape.

Carol is a highly experienced nursing leader with an extensive background in public health, health policy, nursing regulation and governance. She is recognized for her collaborative leadership and ability to navigate dynamic and complex health systems at the provincial, national, and international levels. Throughout her career, Carol has been committed to health equity, diversity, and inclusion, and she has consistently built and led high-performing teams to deliver impactful results aligned with public health and safety priorities.

Carol recently retired from the College of Nurses of Ontario (CNO) (2019-2024), where she held multiple senior leadership roles, including Chief Quality Officer, Acting Executive Director and CEO, and Deputy Registrar. Prior to her time at CNO, Carol dedicated two decades to Toronto Public Health (1998-2018), serving in several director roles before transitioning to Chief Nursing Officer (2010-2018) — a position in which she made significant contributions to public health nursing in Canada.

Carol has also served on numerous nursing and health system boards and initiatives, including her recent tenure on the National Council of State Boards of Nursing (2022-2024). She currently serves on the Touchstone Institute board of directors.

Dr. Keri McAdoo

CEO, Nova Scotia Physician Assessment Centre of Excellence

Dr. Keri McAdoo has been the Deputy Registrar at the College of Physicians and Surgeons for the past eight years. In her capacity of CEO of PACE, Dr. McAdoo is leading the development of the first of its kind physician assessment centre in Canada.

A graduate of Dalhousie University Medical School, Dr. McAdoo completed her family medicine residency at the University of Alberta. As a certified family physician, she has over 20 years of experience in family medicine in Nova Scotia.

Dr. McAdoo has contributed to the development of licensing pathways for internationally trained physicians. Her efforts have helped improve access to qualified healthcare professionals in Nova Scotia.

Under her leadership, PACE is helping integrate competent primary care physicians into the provincial healthcare system and in so doing, expanding primary care access for thousands of patients in Nova Scotia.

Dr. Sandra Mutilva is a healthcare executive, academic, and midwifery leader with over 25 years of experience spanning clinical practice, health policy, and education across Latin America and Canada. As a former Registered Midwife and Midwifery Chief at The Ottawa Hospital and now the International Midwifery Preregistration Bridging Program (IMPBP) Manager at Toronto Metropolitan University, Dr. Mutilva brings deep expertise in regulatory integration, culturally safe care, and systems-level change. She is passionate about advancing equity-informed pathways for internationally educated midwives and leveraging innovation, including artificial intelligence (AI), to modernize health professions education and care provision.

Carolyn Duvar is the Program Lead for the National Healthcare Language Program at ISANS. She has a master’s in educational technology and 25+ years teaching experience. Carolyn has been designing and facilitating courses for healthcare professionals for the last eight years at ISANS. She has happily witnessed many of her students complete the licensure process and start working in their profession.
Rebecca Martin-Fraser

Facilitator & Developer, National Healthcare Language Program

Rebecca Martin-Fraser is a facilitator and curriculum developer for the National Healthcare Language Program at ISANS. She has nearly 20 years of experience in adult education and language training, specializing in intercultural and workplace communications. Her expertise lies in creating and facilitating sector-specific programming for internationally educated professionals, such as nurses, physicians, pharmacists, and dentists, which enhances communication skills and enables successful integration into the workforce.

Assistant Director of the Credential Policy Unit within the Settlement and Integration Policy Branch at Immigration, Refugees and Citizenship Canada (IRCC).

Lara holds a Combined Honours degree in Law and Human Rights (Carleton 2002), and completed an Intensive Summer program with the University of Utrecht, Notre Dame and the Catholic University of Belgium (Leuven) on International Human Rights Law (2007). Currently the Assitant Director of Credential Policy Unit, Settlement and Integration Policy Branch at Immigration, Refugees and Citizenship Canada. She has responsibility for Educational credential Assessment Policy, and Pre-Arrival and Information and Orientation policy in the settlment program.

Immigration has been her ‘home’ for almost two decades, having worked across the Immigration continuum on many programs across lines of business from Operations, to Policy and beyond. Lara has also worked in a variety of senior positions across Government – Canada Border Services Agency (Intelligence and National Security), Employment and Service Development Canada (disability), Civilian Review and Complaints Commission for the RCMP, Public Safety Canada (Strategic Policing Policy), and Health Canada (Cannabis).

When not working, Lara is a busy mom in a blended family of 6 with three of those being her teenage humans. Lara has found community in many ways through her motherhood journey she supports her local children’s hospital and other families through her activism and advocacy most recently as the Complex Care Kids Ontario (CCKO) Board – Eastern Ontario Family Representative.
