Dentist Registration Process – Ontario

This overview explains the licensing process for internationally educated dentists (IEDs) applying to the Royal College of Dental Surgeons of Ontario (RCDSO). It walks you through the necessary steps, including credential recognition, jurisprudence requirements, and final registration. Please note: only dental degrees are considered—training in fields such as dental hygiene, medicine, or other health sciences is not eligible.

Step 1: Obtain NDEB Certification

Before applying to RCDSO, all internationally educated dentists must be certified by the National Dental Examining Board of Canada (NDEB).

This involves:

  • Completing the NDEB Equivalency Process (for graduates of non-accredited programs)
    OR

  • Taking the NDEB Certification Exam (for graduates of accredited dental schools)

Step 2: Submit Application to RCDSO

Once you’ve obtained NDEB certification, you can apply for licensure in Ontario.

What to Submit:

  • NDEB Certification

  • Proof of identity (e.g., passport)

  • Academic transcripts and dental degree

  • Certificate of Standing (if previously licensed elsewhere)

  • Proof of English or French language proficiency (if required)

Step 3: Complete the Jurisprudence and Ethics Course

This is a mandatory course that covers:

  • Ontario dental laws

  • Ethical responsibilities

Step 4: Obtain Professional Liability Insurance

All dentists in Ontario must be covered under the Professional Liability Program (PLP).
